  Ukrainian Parliament Commissioner for Human Rights
  ● One of the main functions of the ombudsman in the world is to control the activities of the executive and other public authorities on the basis of the results of the review of citizens' meetings on the actions of other bodies or officials which led to the violation of human and civil rights and freedom.
  ● A characteristic feature is the independence of this institution due to the precondition of high status of the ombudsman, which in most countries is enshrined in the Constitution, as well as the regional committee of parliament, which has independence from all branches of government, including legislative.
  ● The ombudsman's independence implies a direct ban on interference in his activities of public authorities, political parties, public organizations and the media. In society, the ombudsman acts as his own arbiter between the people and the government, so he acts independently.
  

  The Ukrainian model of the Commissioner for Human Rights took into account national legal and cultural traditions, the peculiarities of the system of state power in Ukraine, as well as the experience of the ombudsman institution in other countries, including Hungary and Poland.

  Article 101 of the Constitution of Ukraine provides for the creation of a new constitutional body - the Verkhovna Rada of Ukraine Commissioner for Human Rights to exercise parliamentary control over the observance of constitutional rights and freedoms of man and citizen. Article 55 of the Constitution of our country proclaims the right of everyone to apply to the Commissioner for Human Rights for the protection of their rights.

  Public administration reform is one of the key reforms in Ukraine. Improving government procedures and strategic planning is a necessary step to modernize the civil service, increase the efficiency and transparency of public services, and be able to respond to citizens' demands. - Head of the EU Delegation to Ukraine Ambassador Matti Maasikas The purpose of the reform is to build a modern, digital and service-oriented state. The reform envisages the formation of an effective system of public administration that is able to develop and implement a holistic public policy aimed at the needs of citizens, sustainable social development and adequate response to internal and external challenges. The focus of public administration reform is a change of approach in three key elements of the executive branch - structures, procedures and people. In practice, this means:

Inclusion of an expert conclusion (the original of the review of the leading experts of subject area knowledge) and Ukrainian version of manuscript of the article is obligatory. A scanned copy of the recommendations of the reviewer signed and sealed, should be sent by e-mail magazine, in addition to the file of the article.

1. GENERAL REQUIREMENTS

1.1. Articles that are written in English and that have not been published and have not been submitted for publication to other editions (including electronic ones) are accepted for publication.
1.2. Articles in English are translated from Ukrainian or Russian language should be accompanied by the text in the original language, designed according to these requirements. Such items previously held in the editorial quality control of translation. In the case of inappropriate language as paper returns.
1.3. The manuscript is submitted to the magazine on paper and in electronic form on an electronic storage device (disk, flash drive). The electronic version of the article should fully match with the paper version. The manuscript must be signed by all the co-authors or a responsible representative.
The article shall be signed by author (or authors).

2. METADATA

2.1. The article must contain metadata, such as:
- Family name(s), first name(s) and patronymic name(s) of author(s);
- information about author(s) (academic degree, academic status, position, place of employment or study, city, electronic mail address (published), telephones (are not published anywhere)).

- annotations (Scope of the abstract to 250 words)
- key words and phrases (not more than 8)
Metadata are published in the journal, relevant review editions, on the website of the journal and are stored in domestic and foreign databases.

4. REQUIREMENTS FOR REGISTRATION OF ARTICLES

4.1. Articles are accepted only in the form of files (text – in .doc, .docx, .rtf, .odt formats; charts, drawings – in any graphical format for Windows).
4.2.The length of accepted manuscripts A4 format, 1.1 spacing. Margins – left 1,8 cm, right 2,5 сm., above -2 cm, below – 2,7 cm, indent – 1 cm, font: Times New Roman 11 pt
To create formulas, tables and charts, special functions of the Word for Windows should be used.
4.3.Every manuscript should have UDC code (on its upper right, over author’s name). Over the basic text, on the right side – initials, last name (capitals, font bold),

4.4.All graphic materials (figures, illustrations, schemes, charts, etc.) should be clear and expressive; the lines in charts and diagrams as well as all symbols should be clear. The title of a figure should be placed below (in the center alignment). The word «Fig. __» and while the title of the figure should be given in italics. Below the title, a source should be given. Tables should be compact and provided with a title, while their headlines should respond to the contents, with no empty cells. The word «Table ___» should be placed with right alignment, in italics. In the next line, the title of a table should be placed in bold standard font (as well as headlines). Source of information should be specified below a table. It is not recommended to place materials illustrated (Fig., Tables, Сharts) on the page before and after the conclusion of the article.

The task of the government – to be able to engage a wide range of experts in the process of administration on all stages – planning, organization, motivation, control, and regulation of state management and administration.

Lviv has a positive experience of conducting such forums – every year Lviv city council organizes Local Government forum and e-government forum "451ºE". By train

Since 1861 Lviv has been able to take trains and has one of the oldest railways in Ukraine. It was this year that the laying of the track was completed, and on November 4, 1861, the first train arrived in Lviv from Vienna. Most trains going to Western Ukraine go through Lviv - you just need to choose the train that is most convenient for you.

By plane

Danylo Halytskyi Lviv International Airport is the largest airport in Western Ukraine in terms of passenger traffic and route network, located at a distance of 6 km from the city center to the south.

By bus

You can get to Lviv by bus from almost any city in Europe or Ukraine. As a rule, regular buses go to the Central Bus Station in Lviv (AS-1 on Stryjska Street). However, there are some exceptions – some buses prefer to go to the area near Main Railway Station (Dvirtseva Square, 1). We advise you to clarify this information when buying tickets or directly from the driver.

By car

If you travel to Lviv by car, it will be most convenient for you to choose the international highway E-40 (from the western border to Lviv is the Ukrainian road M-11, and from Kyiv - M-06). The international highway E-50 and its part E-573 (especially if you are driving from Hungary) can also be used.
