Ukrainian Parliament Commissioner for Human Rights
● One of the main functions of the ombudsman in the world is to control the activities of the executive and other public authorities on the basis of the results of the review of citizens' meetings on the actions of other bodies or officials which led to the violation of human and civil rights and freedom.
● A characteristic feature is the independence of this institution due to the precondition of high status of the ombudsman, which in most countries is enshrined in the Constitution, as well as the regional committee of parliament, which has independence from all branches of government, including legislative.
● The ombudsman's independence implies a direct ban on interference in his activities of public authorities, political parties, public organizations and the media. In society, the ombudsman acts as his own arbiter between the people and the government, so he acts independently.The Ukrainian model of the Commissioner for Human Rights took into account national legal and cultural traditions, the peculiarities of the system of state power in Ukraine, as well as the experience of the ombudsman institution in other countries, including Hungary and Poland.
Article 101 of the Constitution of Ukraine provides for the creation of a new constitutional body - the Verkhovna Rada of Ukraine Commissioner for Human Rights to exercise parliamentary control over the observance of constitutional rights and freedoms of man and citizen. Article 55 of the Constitution of our country proclaims the right of everyone to apply to the Commissioner for Human Rights for the protection of their rights.
According to Article 11 of the Law of Ukraine ‘On the Ukrainian Parliament Commissioner for Human Rights’ the Commissioner has the right to appoint his or her representatives within allocated funds approved by the Verkhovna Rada (Parliament) of Ukraine.
➔ Organization of activities and mandate of the Commissioner’s representatives are governed by the Regulations on representatives of the Ukrainian Parliament Commissioner for Human Rights which shall be authorized by the Commissioner.

Public administration reform is one of the key reforms in Ukraine. Improving government procedures and strategic planning is a necessary step to modernize the civil service, increase the efficiency and transparency of public services, and be able to respond to citizens' demands. - Head of the EU Delegation to Ukraine Ambassador Matti Maasikas The purpose of the reform is to build a modern, digital and service-oriented state. The reform envisages the formation of an effective system of public administration that is able to develop and implement a holistic public policy aimed at the needs of citizens, sustainable social development and adequate response to internal and external challenges. The focus of public administration reform is a change of approach in three key elements of the executive branch - structures, procedures and people. In practice, this means:
● building strong and accountable state institutions;
● preparation of high-quality government decisions;
● formation of a professional civil service;
● introduction of e-government;
● providing convenient services to citizens.
Without an effective system of public administration, it is impossible to build a strong democratic state. That is why public administration reform is an important precondition for Ukraine's European integration course. And the European Union supports reform at the expert, technical and financial levels. Inclusion of an expert conclusion (the original of the review of the leading experts of subject area knowledge) and Ukrainian version of manuscript of the article is obligatory. 4. Publishing articles is on a paid basis according to individual articles. In the case of paid authors pay for pre-publication preparation of the article and copying the article

1. GENERAL REQUIREMENTS
1.1. Articles that are written in English and that have not been published and have not been submitted for publication to other editions (including electronic ones) are accepted for publication.1.2. Articles in English are translated from Ukrainian or Russian language should be accompanied by the text in the original language, designed according to these requirements. Such items previously held in the editorial quality control of translation. In the case of inappropriate language as paper returns.
1.3. The manuscript is submitted to the magazine on paper and in electronic form on an electronic storage device (disk, flash drive). The electronic version of the article should fully match with the paper version. The manuscript must be signed by all the co-authors or a responsible representative.
The article shall be signed by author (or authors).

Lviv is considered to be the heart and the soul of Ukraine because of the great number of artistic events, monuments of culture, museums, educational institutions, and others. However, Lviv has always been famous for its clear state position and was a harbinger of change in the country, and sometimes in Eastern and Central Europe, and as a result, most revolutions in Ukraine's recent history began and were actively supported in Lviv. It is in Lviv that major public values such as freedom of speech and choice, respect for the position of others, and tolerance, sacrifice, and support of public ideas, have always been professed and passed on for generations. On the other hand, modern Lviv is increasingly becoming a center for the development of innovations, creative industries, and new technological solutions, including in public administration. The first microproject contests, first public budgets, first cofounding programs, using common coast platform were founded and now develop in Lviv and its region, the Institute of City Development was created, as well as other participatory tools are being developed. One of the centers of development of modern Lviv and the region is Lviv Polytechnic, which became the main initiator of the forum "Public Administration and Innovation". The fundamental value of Lviv Polytechnic is not only to provide good-quality knowledge but also the formation of the leaders with strong public and state principles, which enables graduates to occupy the highest positions in state institutions and local government, as well as initiate different public movements and events almost all over the world. And right now we need to unite around the idea of change, innovation, and increase in professionalism in public administration through global and domestic challenges and risks in different fields in order to find harmony and space for the development of the world community. It is as well necessary for the main stakeholders to unite around the new specialty "Public Administration" for its active promotion, production of the clear profile, and development of the modern elite specialty. Paradigms of the development of public administration are widely differentiated, which, first of all, depending on the level of deregulation and instruments of state influence on the development of economics, different spheres of social life, and the role of the public in decision-making. The task of the government – to be able to engage a wide range of experts in the process of administration on all stages – planning, organization, motivation, control, and regulation of state management and administration.
Lviv has a positive experience of conducting such forums – every year Lviv city council organizes Local Government forum and e-government forum "451ºE". These events brought together representatives of local authorities from all over Ukraine, state authorities, as well as specialists in the field of management.
The main emphasis of the forum "Public Administration and Innovation" will be not on finding 'the golden mean' in deregulation of state influence on social processes, but on development and validation of innovative products which allow to create points of breakthrough and form the environment of change, creativity, trust, and cooperation, which together shall form the system of effective and permanent action of citizens on public authorities.Base hotels

Since 1861 Lviv has been able to take trains and has one of the oldest railways in Ukraine. You can get to Lviv by bus from almost any city in Europe or Ukraine. As a rule, regular buses go to the Central Bus Station in Lviv (AS-1 on Stryjska Street).
