Improving government procedures and strategic planning is a necessary step to modernize the civil service, increase the efficiency and transparency of public services, and be able to respond to citizens’ demands. – Head of the EU Delegation to Ukraine Ambassador Matti Maasikas
The purpose of the reform is to build a modern, digital and service-oriented state. The reform envisages the formation of an effective system of public administration that is able to develop and implement a holistic public policy aimed at the needs of citizens, sustainable social development and adequate response to internal and external challenges.
The focus of public administration reform is a change of approach in three key elements of the executive branch – structures, procedures and people. In practice, this means:

  ● building strong and accountable state institutions;
  ● preparation of high-quality government decisions;
  ● formation of a professional civil service;
  ● introduction of e-government;
  ● providing convenient services to citizens.

Without an effective system of public administration, it is impossible to build a strong democratic state. That is why public administration reform is an important precondition for Ukraine’s European integration course. And the European Union supports reform at the expert, technical and financial levels.
The Minister of the Cabinet of Ministers is responsible for public administration reform and the Office of Cabinet Reforms is in charge of its implementation.

Reform website: par.in.ua.

Reform page on the Government portal – https://www.kmu.gov.ua/diyalnist/reformi

     Organising committee

Yuriy Bobalo

– However, Lviv has always been famous for its clear state position and was a harbinger of change in the country, and sometimes in Eastern and Central Europe, and as a result, most revolutions in Ukraine’s recent history began and were actively supported in Lviv. It is in Lviv that major public values such as freedom of speech and choice, respect for the position of others, and tolerance, sacrifice, and support of public ideas, have always been professed and passed on for generations. On the other hand, modern Lviv is increasingly becoming a center for the development of innovations, creative industries, and new technological solutions, including in public administration. The first microproject contests, first public budgets, first cofounding programs, using common coast platform were founded and now develop in Lviv and its region, the Institute of City Development was created, as well as other participatory tools are being developed.
One of the centers of development of modern Lviv and the region is Lviv Polytechnic, which became the main initiator of the forum “Public Administration and Innovation”. The fundamental value of Lviv Polytechnic is not only to provide good-quality knowledge but also the formation of the leaders with strong public and state principles, which enables graduates to occupy the highest positions in state institutions and local government, as well as initiate different public movements and events almost all over the world.
And right now we need to unite around the idea of change, innovation, and increase in professionalism in public administration through global and domestic challenges and risks in different fields in order to find harmony and space for the development of the world community. It is as well necessary for the main stakeholders to unite around the new specialty “Public Administration” for its active promotion, production of the clear profile, and development of the modern elite specialty.
Paradigms of the development of public administration are widely differentiated, which, first of all, depending on the level of deregulation and instruments of state influence on the development of economics, different spheres of social life, and the role of the public in decision-making. The task of the government – to be able to engage a wide range of experts in the process of administration on all stages – planning, organization, motivation, control, and regulation of state management and administration.
Lviv has a positive experience of conducting such forums – every year Lviv city council organizes Local Government forum and e-government forum “451ºE”. These events brought together representatives of local authorities from all over Ukraine, state authorities, as well as specialists in the field of management.
The main emphasis of the forum “Public Administration and Innovation” will be not on finding ‘the golden mean’ in deregulation of state influence on social processes, but on development and validation of innovative products which allow to create points of breakthrough and form the environment of change, creativity, trust, and cooperation, which together shall form the system of effective and permanent action of citizens on public authorities.

    Accommodation

Base hotels

Hotels

Price/night (UAH)

Beds quantity

Distances from (km)

Bank Hotel

2 380 UAH

200

Airport – 6.4
Station – 3.0
Center – 1.0

Dniester

1,200 UAH

330

Airport – 5.9
In the station – 2.1
City center – 1.7

Jam

972 UAH

67

The airport is 7 km away
Train station – 2.5 km
Center – 3.6

Other recommended hotels in Lviv

Hotels

Price/night (UAH)

Beds quantity

Distances from (km)

Deluxe

Grand Hotel

3 900 hryvnias

240

Airport – 6.3
Station – 2.9
Center – 0.3

Leopolis

2 985 hryvnias

145

Airport – 7.5
Station – 3.2
Center – 0.1

Upscale

Astoria

2 090 hryvnias

82

Airport – 6.8
Station – 2.5
Center – 1.2

Panorama

2 650 hryvnias

90

Airport – 7.2
Station – 2.7
Center – 0.7

Atlas

1 885 hryvnias

82

Airport – 8.0
Station – 3.7
Center – 1.2

Medium

Rius

2 100 hryvnias

107

Airport – 7.0
Station – 3.0
Center – 0.5

Ibis Styles

1 514 hryvnias

154

Airport – 8.5
Station – 3.7
Center – 1.0

        * Prices are for September 2020
* 5-20% discount can apply for groups/congresses

    How to get to Lviv

By train

Since 1861 Lviv has been able to take trains and has one of the oldest railways in Ukraine. It was this year that the laying of the track was completed, and on November 4, 1861, the first train arrived in Lviv from Vienna.
Most trains going to Western Ukraine go through Lviv – you just need to choose the train that is most convenient for you.

By plane

Danylo Halytskyi Lviv International Airport is the largest airport in Western Ukraine in terms of passenger traffic and route network, located at a distance of 6 km from the city center to the south.

By bus

You can get to Lviv by bus from almost any city in Europe or Ukraine.
As a rule, regular buses go to the Central Bus Station in Lviv (AS-1 on Stryjska Street). However, there are some exceptions – some buses prefer to go to the area near Main Railway Station (Dvirtseva Square, 1). We advise you to clarify this information when buying tickets or directly from the driver.

By car

If you travel to Lviv by car, it will be most convenient for you to choose the international highway E-40 (from the western border to Lviv is the Ukrainian road M-11, and from Kyiv – M-06).
The international highway E-50 and its part E-573 (especially if you are driving from Hungary) can also be used.

The proposed program for accompanying persons

We offer to visit Lviv with your relatives.
